Adam Vaccaro

Adam Vaccaro is a CELIS Advisory Fellow and Senior Advisor for the Middle East. He is also a Partner at DLA Piper, where he is a leading authority on national security and regulatory compliance matters involving the regulation of cross-border investment flows by U.S. national security authorities. His legal practice is focused on supporting clients navigating CFIUS, outbound investment restrictions and other U.S. national security considerations.

Prior to joining DLA Piper, Adam was the CFIUS Coordinator and Director of the Office of Investment Security in the International Trade Administration at the Department of Commerce. In this role he was the senior career level policy representative for the implementation of regulations pursuant to the Foreign Investment Risk Review Modernization Act of 2018, and successfully led the Commerce contributions creating and implementing the Outbound Investment Security Program.

Adam also led all Commerce-focused policy research, analysis, and coordination, and led stakeholder outreach to U.S. state-level economic development organizations and other outside stakeholders on investment-focused issues.
