The inaugural CELIS Leaders Tokyo, held in November 2026, in Tokyo/Japan, will convene a high-level, dedicated dialogue forum focused on investment screening and economic security. The event, held under the Chatham House Rule, will bring together approximately 30–40 senior participants from government, private practice, the investor community, and academia to:
• Exchange best practices in the design and implementation of investment screening frameworks in the current political landscape.
• Address key policy, institutional, and governance challenges in economic security.
• Examine how governments can maintain open investment environments while safeguarding national security interests.
• Explore mechanisms for cross-border coordination and cooperation among like-minded jurisdictions.
Discussions will draw on the experience and perspectives of senior experts from Japan, selected Asia-Pacific jurisdictions, the European states, and the US, with a view to strengthening international cooperation, fostering public-private dialogue, and promoting practical exchange on investment security governance.
