We are delighted to share that CELIS Leaders DC: Transatlantic Ties will take place in Washington on May 6, 2025.
This closed-door event brings together leading voices from both sides of the Atlantic to explore the evolving landscape of US-EU investment screening and economic security.
We are especially honored to welcome Tom Feddo, former Assistant Secretary for Investment Security at the U.S. Department of the Treasury, as our keynote speaker.
Thomas Feddo is the founder of The Rubicon Advisors, LLC, where he provides strategic and national security related advisory services to multinational corporations, investment funds, startup companies, financial institutions, and law firms and their clients.
From 2019 to 2021, Tom served as the U.S. Department of the Treasury’s first Assistant Secretary for Investment Security, leading the interagency Committee on Foreign Investment in the United States (CFIUS) and overseeing its national security reviews of cross-border transactions.
Tom was previously a law partner in Alston & Bird LLP’s international trade practice, advising global firms and financial institutions on economic sanctions and anti-money laundering compliance, sanctions investigations and enforcement actions, and other matters. Tom’s professional career also included roles as: Assistant Director for Enforcement at the Office of Foreign Assets Control, where he oversaw the Treasury Department’s economic sanctions enforcement efforts; Special Assistant to the General Counsel of the Navy; majority oversight counsel at the U.S. House of Representatives’ Energy and Commerce Committee; a patent and trademark litigation associate at Pillsbury Winthrop LLP; and a judicial law clerk at the U.S. Court of Federal Claims.
Early in his professional career, Tom was an officer in the U.S. Navy’s nuclear submarine service and at the Naval Criminal Investigative Service’s Antiterrorist Alert Center. He received his J.D. from George Washington University and his B.S. in aerospace engineering from the U.S. Naval Academy.

This initiative is part of the ‘Responding to the Threat of Corrosive Capital in Armenia’ project, funded by the UK Government through the Foreign, Commonwealth & Development Office (FCDO). The workshop included comprehensive presentations and interactive discussions on international best practices. Professor Steffen Hindelang, Executive Director of the CELIS Institute and Professor of International Investment and Trade Law at Uppsala University, Department of Law discussed the context, legal frameworks, and the theoretical balance between economic openness and national security in investment screening. He also addressed the essential roles of legal experts, civil society, and business associations in policymaking. Ana Belacurencu from the Romanian Competition Authority shared valuable insights from Romania’s experience, including practical challenges, transparency, the rule of law, and the involvement of security services in screening processes.
Interactive discussions moderated by Jeff Lightfoot (CIPE) encouraged active participation from representatives of Armenian government institutions, financial entities, and civil society, fostering a deeper understanding and stronger cooperation among stakeholders.

🎤 And we’re incredibly honored to have Bruno Dupré, Ph.D join us as keynote speaker for this part of the programme!
Bruno Dupré, Ph.D is a European diplomat and a political advisor for the Diplomatic Service of the European Union (EEAS). After being in charge of the “strategic autonomy” file, he is now supporting EU maritime coordination in the Indian Ocean. Before that he was posted by the French government to NATO (Brussels), Washington, New-York and Paris dealing with different international security issues: Iran nuclear policy, dismantlement of decommissioned Russian submarines, disposition of fissile materials in Ukraine, creation of CBRN centres of excellence in the world.
He holds a Ph.D on Mergers and Acquisitions (European University Institute), a Policy Master from the Kennedy School (Harvard University) and a Bachelor degree from Sorbonne University
This will be a mix of deep discussion, real policy insight, and connecting with the people shaping this field from every angle — public, private, academic.

This edition will take a deep dive into FDI regimes in Spain, Italy, and France, featuring a special panel on Investment Screening in the Financial Industry.
Jesus Garcia Aparicio is an attorney at Cuatrecasas, specializing in corporate law and M&A transactions in strategic sectors. He has extensive experience advising companies on the application and implications of FDI regulations in critical areas such as infrastructure, technology, energy, defense, sensitive data, and other critical sectors.
Mr. García Aparicio is a dual-qualified lawyer, admitted to the bar in both Spain and the State of New York. He completed a one-year secondment in New York during 2021/2022 with the Corporate/M&A Group of Cravath, Swaine & Moore LLP.
He serves as the Country Reporter for Spain at the CELIS Institute and is a founding committee member of the “Culture on Security and Defense Forum,” a new initiative aimed at raising social awareness of security and defense issues in Spain. Additionally, he is a member of the Navy League of the United States (NLUS) – Madrid Council, a founding member of the Fulbright Network Spain and serves as the chairman of the NYU Alumni Club in Spain.
He holds law and business degrees with distinction from the University of Cordoba (Spain) and has completed multiple exchange programs and courses at prestigious institutions, including New York University School of Law (LL.M. in Corporation Law; Fulbright Scholar; Law and Business Graduation Award) and Bucerius Law School, and WHU & Otto Beisheim School of Management (Master of Law and Business).
Mr. García Aparicio also lectures on International Contracting & FDI at ISDE Law Business School.

Tomasz Dolny is the acting head of the unit responsible for free movement of capital and the application of EU law at the Directorate-General for Financial Stability, Financial Services and the Capital Markets Union of the European Commission (DG FISMA). He works at the intersection of financial services, the internal market and investment law and he coordinates the enforcement policy of the EU financial services’ acquis.
Previously, he was with the Secretariat-General of the European Commission where he was a deputy head of the unit responsible for preparations of the Commission’s participation in the European Council and Coreper II. He also worked on the coordination of financial services’ policies of the Commission. Earlier in his career, he focused on consumer, contract and marketing law issues in the Directorate-General for Justice and Consumers of the European Commission (DG JUST).
Before joining EU institutions, he practised law at an international law firm in Brussels. Tomasz holds a PhD in European law from the Maastricht University and a master’s degree from the University of Wrocław, Poland.

Nicola Cezzi is a Parliamentary Counselor at the Italian Chamber of Deputies, where he leads the "Commerce" Department within the Chamber’s Study Division. In this role, he actively engages with government initiatives concerning Italy’s economic security and strategic interests, contributing to the Italian Parliament’s expertise in foreign investment screening, trade policy, and economic governance.
Mr. Cezzi holds a Law degree from Sapienza University of Rome, where he also earned an LLM in Regulation of Markets and a PhD in Public Law. His academic career includes time as a Visiting Scholar at Columbia Law School in New York and Zhongnan University of Economics and Law in Wuhan, China.
Before joining the Italian Parliament Administration, he gained experience as both a lawyer and researcher, focusing on economic planning, macro-economic regulation, rule of law, and constitutional interpretation. His background and expertise position him as a key figure in shaping Italy’s legislative approach to economic and trade policies.

In Session III of the CELIS Thought Leaders Programme in Brussels, they took us on a deep dive into the complexities of investment screening in the Netherlands.
From regulatory developments to key challenges and what’s on the horizon, this session was anything but surface-level. With their expertise, we navigated the intricate landscape of Dutch FDI policies, sparking engaging discussions and plenty of food for thought to carry forward.

With so much uncertainty around U.S. policy shifts and regulatory changes, investment screening remains a hot topic. The impact on global markets is undeniable, and everyone is eager to understand where things are headed.
On Thursday, we wrapped up the day with “The Final Pour: Trends & Talks on the U.S.” featuring John Kabealo, who sat down with Steffen Hindelang for a dive into the latest developments. They explored key challenges, from post-election shifts to regulatory shake-ups and everything in between.
Despite all the insights, one conclusion was unavoidable: we still don’t really know what’s next! But that didn’t stop us from having a fantastic discussion.

Thomas Ernoult is an alumnus of the Ecole Nationale d'Administration (the French National School of Government) and has been the Head of the Foreign Direct Investment Screening Office at the French Treasury since September 2023. From September 2019 to August 2023, he was Deputy Head of the Regional Economic Service at the French Embassy in the United Kingdom, in charge of financial services, macroeconomics as well as trade and investment policies.
During his career, Thomas has also held positions in the Banking Affairs (2017-2019) and European Strategy (2015-2017) desks at the French Treasury. He is a graduate of the Institut d'études politiques (IEP) in Paris.

This closed-door event brings together leading voices from both sides of the Atlantic to explore the evolving landscape of US-EU investment screening and economic security.
We are especially honored to welcome Tom Feddo, former Assistant Secretary for Investment Security at the U.S. Department of the Treasury, as our keynote speaker.
Thomas Feddo is the founder of The Rubicon Advisors, LLC, where he provides strategic and national security related advisory services to multinational corporations, investment funds, startup companies, financial institutions, and law firms and their clients.
From 2019 to 2021, Tom served as the U.S. Department of the Treasury’s first Assistant Secretary for Investment Security, leading the interagency Committee on Foreign Investment in the United States (CFIUS) and overseeing its national security reviews of cross-border transactions.
Tom was previously a law partner in Alston & Bird LLP’s international trade practice, advising global firms and financial institutions on economic sanctions and anti-money laundering compliance, sanctions investigations and enforcement actions, and other matters. Tom’s professional career also included roles as: Assistant Director for Enforcement at the Office of Foreign Assets Control, where he oversaw the Treasury Department’s economic sanctions enforcement efforts; Special Assistant to the General Counsel of the Navy; majority oversight counsel at the U.S. House of Representatives’ Energy and Commerce Committee; a patent and trademark litigation associate at Pillsbury Winthrop LLP; and a judicial law clerk at the U.S. Court of Federal Claims.
Early in his professional career, Tom was an officer in the U.S. Navy’s nuclear submarine service and at the Naval Criminal Investigative Service’s Antiterrorist Alert Center. He received his J.D. from George Washington University and his B.S. in aerospace engineering from the U.S. Naval Academy.

This initiative is part of the ‘Responding to the Threat of Corrosive Capital in Armenia’ project, funded by the UK Government through the Foreign, Commonwealth & Development Office (FCDO). The workshop included comprehensive presentations and interactive discussions on international best practices. Professor Steffen Hindelang, Executive Director of the CELIS Institute and Professor of International Investment and Trade Law at Uppsala University, Department of Law discussed the context, legal frameworks, and the theoretical balance between economic openness and national security in investment screening. He also addressed the essential roles of legal experts, civil society, and business associations in policymaking. Ana Belacurencu from the Romanian Competition Authority shared valuable insights from Romania’s experience, including practical challenges, transparency, the rule of law, and the involvement of security services in screening processes.
Interactive discussions moderated by Jeff Lightfoot (CIPE) encouraged active participation from representatives of Armenian government institutions, financial entities, and civil society, fostering a deeper understanding and stronger cooperation among stakeholders.

Santiago Conde Lara currently serves as Deputy Director General in the Subdirectorate General for Foreign Investments in Spain’s Ministry of Economy, Trade and Business, where he coordinates the processing of foreign investment authorization requests in Spain.
He holds a dual degree in Law and Business Administration from the University of Zaragoza, graduating with the highest honors. In 2022, he successfully passed the competitive examination for the High Corps of Spanish State Economists and Trade Experts.
Santiago previously worked in the Subdirectorate of Industry and Energy within the Competition Directorate of the National Commission for Markets and Competition (CNMC), where he was responsible for handling merger control cases and sanctioning proceedings related to competition law. Additionally, he has completed a specialization course in Competition Law at the Institute of Stock Market Studies and has achieved Level I of the CFA program.

After a long career in public service, including serving as Mayor (1995–2012) and as a Member of the French Parliament (1997–2002, 2007–2012), Bernard Cazeneuve held several high-level government positions between 2012 and 2017. He successively served as Minister for European Affairs, Minister of the Budget, Minister of the Interior, and ultimately as Prime Minister of France.
A graduate of the Bordeaux Institute of Political Studies (IEP) with a master's degree in law, he transitioned to private practice in 2017 and is now a lawyer at August Debouzy. His practice focuses on French and international compliance, with expertise in business ethics, corporate governance, and duty of care obligations.

Ms. Amiel is a Senior Managing Director in FTI Consulting’s Strategic Communications segment. Based in Paris, she is a seasoned strategic communications expert and a former journalist. She joins from FGS Global, where she founded and led the firm’s Paris bureau. During her tenure, she advised clients on activism defense, litigation, FDI, and corporate and crisis communications. Prior to FGS Global, Ms. Amiel was the Paris bureau chief at Bloomberg, where she managed a newsroom of more than 25 journalists. She also held senior positions at Dow Jones and The Wall Street Journal and was the Paris correspondent for CNBC.
At FTI Consulting, Ms. Amiel works across multiple practice areas to provide strategic counsel to clients facing complex financial and reputational challenges. Her appointment underscores FTI Consulting’s commitment to strengthening its leadership in high-stakes corporate, crisis, and litigation communications across the French market and regionally in EMEA.

This initiative is part of the ‘Responding to the Threat of Corrosive Capital in Armenia’ project, funded by the UK Government through the Foreign, Commonwealth & Development Office (FCDO). The workshop included comprehensive presentations and interactive discussions on international best practices. Professor Steffen Hindelang, Executive Director of the CELIS Institute and Professor of International Investment and Trade Law at Uppsala University, Department of Law discussed the context, legal frameworks, and the theoretical balance between economic openness and national security in investment screening. He also addressed the essential roles of legal experts, civil society, and business associations in policymaking. Ana Belacurencu from the Romanian Competition Authority shared valuable insights from Romania’s experience, including practical challenges, transparency, the rule of law, and the involvement of security services in screening processes.
Interactive discussions moderated by Jeff Lightfoot (CIPE) encouraged active participation from representatives of Armenian government institutions, financial entities, and civil society, fostering a deeper understanding and stronger cooperation among stakeholders.

The Dutch Government has proposed a major expansion of its investment screening regime, now covering AI, nanotechnology, biotechnology, advanced materials, and more. This move aligns with the EU’s push for economic security but takes a more focused approach than Brussels’ broader investment screening plans.
