The CELIS Advisory Fellows are a small, curated cohort of thought leaders in foreign investment screening, economic security, and related regulatory fields. The Fellowship recognises their professional achievements and gives the Institute a standing circle of senior figures whose judgement and counsel it can draw on across its research, advisory, and events programmes.

Adam Vaccaro is a leading authority on national security and regulatory compliance matters involving the regulation of cross-border investment flows by U.S. national security authorities. His legal practice is focused on supporting clients navigating CFIUS, outbound investment restrictions and other U.S. national security considerations.
Prior to joining DLA Piper, Adam was the CFIUS Coordinator and Director of the Office of Investment Security in the International Trade Administration at the Department of Commerce. In this role he was the senior career level policy representative for the implementation of regulations pursuant to the Foreign Investment Risk Review Modernization Act of 2018, and successfully led the Commerce contributions creating and implementing the Outbound Investment Security Program.
Adam also led all Commerce-focused policy research, analysis, and coordination, and led stakeholder outreach to U.S. state-level economic development organizations and other outside stakeholders on investment-focused issues.

Sarah Bauerle Danzman is an Associate Professor of International Studies at Indiana University Bloomington, a non-resident senior fellow at the Atlantic Council, and a Life Member of the Council on Foreign Relations. In 2019–2020, she served as a Council on Foreign Relations International Affairs Fellow at the U.S. Department of State, where she worked as a Policy Advisor staffing the Committee on Foreign Investment in the United States.
She advises U.S. ally and partner governments on investment screening design and implementation. She is Editor-in-Chief of Law & Geoeconomics and author of Merging Interests: When Domestic Firms Shape FDI Policy, and writes widely on investment screening and economic security in scholarly and policy outlets.

Dr Sebastian Krujatz is Managing Director of data+law GmbH, a legal and compliance solutions company specialising in the AI-enabled analysis of legal and regulatory data, and Managing Editor of 20Minds, a management publication and expert network focused on law, policy, technology and leadership.
Previously, Sebastian held senior legal and regulatory roles at Temasek Holdings in Singapore, where he advised on more than 100 cross-border transactions, as well as complex antitrust, foreign investment, national security and trade policy matters. Earlier in his career, he practised at Shearman & Sterling in London and Brussels, advising clients on merger control, antitrust investigations and EU regulatory matters.
Sebastian is qualified as a solicitor in England and Wales and as a German Rechtsanwalt, currently non-practising. He holds a doctorate in law and a master's degree in law and economics, and conducted research as a fellow at the Max Planck Institute for Intellectual Property and Competition Law in Munich and at Yale Law School.
